Hey there,
currently thinking about the story progression, and it seems logical to me that the villagers would currently be held up somewhere if they arent actively stoping the fire. My logical assumption for a good story is that the figure from your past is currently holding them with the name of the inquisition and the like, seeing as most of the goons are most likely litting the fires. And given that its not that big of a village and Im currently running through it, I most likely will encounter them (and maybe try to help them out, we'll see).
I have however no idea who that figure is, and wanted to ask first if you have a concrete idea for him/her or if you are fine with me winging it and describe an probably recurring NPC before you get the chance.
If you want to describe whoever it is yourself, I can keep my next paragraph short, and just arrive at the scene before anything else, or go for something else entirely

I am thinking of starting one action sequence in which we try to stave off the fire while avoiding causing damage to the village, all while taking pot shots at the Inquisition goons

I was thinking the following for the Action Sequence:
We try to stop the spread of the fire. As Consequences, we can take damage from the fire and/or have some buildings as damages. Maybe as opportunities we can spy on the talking goons and/or save some of the locals.

going for athletics/wits to outsmart the enemy with my movement, its about spreading them thin and obstructing their view of one another, sending them searching all over the place. Low profiles are not what Im gonna keep here. On that note, could I activate my virtue to determine the type of brute squad they probably are?
The idea goes from the direction sense I have and the fact that I probably cant beat up all those figures, but provided they arent trackers either one could easily lose their sense of direction in unfamiliar terrain.
if althetlics/wits is fine, or do you have something else in mind?

That sounds like athletics/finesse on La Morunas part, as she nimbly tumbles from rooftop to rooftop, and athletic/wits on Finn as he devises traps and strategies to confine and bind as many hooded figures as possible.
