I think I can only create an opportunity for you, not actually use the Raise on your behalf.
The leader is my cousin, a junior knight inquisitor.
But you can have her go around under her Cobra Commander mask giving orders.

Also, if I can I will set it up for a showdown with the leader, possibly ending in a final risk. I dont think the aftermath, be it evacuating the villagers or helping them fight the fire, should be much of a risk at this point, as you already slowed the spread of teh fire much earlier and they began to doubt the intentions of the invaders.
However, how we play out the showdown will be up to you, as this is your story.

Theft/Agility seems to be fitting considering you want to remove something from someones belt and then hide in a crowd. 1 raise accomplishes the theft. 1 raise avoids the consequence of being noticed and attacked. If I got what you said before straight, I can add to this an opportunity?

There we go, I have not described her very well yet due to not actually knowing her advantages yet (even though my virtue would tell me if shes a villain)
Figured that the way La Moruna was going was a social one. With a little speech, Im sure she could rally most of the townspeople and more than half of the remaining guards to do the right thing, if you like that approach.
If you get her in the back before that, she cant intervene, and comes back to only a few loyalists and us, minimizing civilian involvement
Edit: Actually I dont think I can add teh opportunity YET, you would need to take the approach first, right? let me get it out of IC and into OOC to add if thats what you want

(opportunity provided for La Moruna) "He is in the back" The guards will realize that their quarry has escaped, however La Moruna can convince them with an quick argument and 1 raise that he couldnt have gone far, and if they distracted the mistress by sending her on a wild goose hunt into some of the other chambers, they could buy time. As well as La Moruna having better chances to talk the guards into doing the right thing.
